Question/Advice
I recently purchased a rebuilt/refurbished Model A from 1912
The Piano Dealer is very very good, they are an Mason & Hamlin Dealer
The main rebuild was done in 1996, but the refurb was expertly done my the M&H Dealer.
Should I be having my piano Tuned & Fine Tuned by a Steinway Expert Tuner
or is any Expert Tuner ok?

I remember reading other posts of yours about how happy you were with the instrument and (presumably) how it was tuned/voiced/regulated when you got it. Personally, I would take these things as evidence that at least one of their technicians is capable of servicing your Steinway.
I would also suggest that "Expert Tuner" is too narrow a term.
May I suggest "Expert Technician"?
Ideally such an individual, at least as a generalist, would be able to tune, voice and regulate your piano. Some "technicians" are going to be better at some aspects of what is involved in servicing. You might think of them as "specialists" that can be called when your PPT (primary piano technician... he said, inventing the term and riffing of PCP in the medical field) feels that you are better served by someone with specific expertise required for some non-routine task.
