I'm looking for a tunable keyboard, with possibility of designing your custom temperament as well as having the usual presets for historical temperaments. Does anyone know of such things on the market?

The Kurzweil K2600's (now legacy) offer different temperaments plus designing your own. Their PC3 series does. I'm not sure about the Forte but since it now has a full "VAST" implementation after their OS update, I'm certain it does also.

Many Kawai instruments feature historical temperaments, with the ability to create "User" Temperaments and Tunings.

If you're seeking a "keyboard" form factor, I would suggest considering the Kawai MP7SE/MP11SE

Not directly related to your question, but some VST instruments are tunable. For example, Pearl concert grand by ISW contains immediately available tunings for various styles. It also allows the user to prepare tuning according to specific frequencies and ideas.

To add a note to Andrew G's post, the Garritan CFX, both lite and full versions, have a Tab where different temperaments can be selected.

The sample player they use uses "Scala" files to instruct the program how to tune.
Scala files are in the public domain and can be created using a simple text editor.
There are hundreds of these ".scl" files in existence some, I gather, created by Wendy Carlos.

Here, by way of an example, is the quarter comma meantone scala file:
