Prout, The duplex segment between the capo and string rest is part of the Pivot termination system. Because piano wire is so stiff, the string pivots at the V-bar and induces movement in the un-struck segment.

You can read all about it in the Steinway Duplex Scale Patent of 1872 and my very own Fully Tempered Duplex Scale Patent #9,117,421.
