Could somebody please explain the difference between finger, wrist and forearm staccato and when each of them is appropriate to use?

I think most of the staccato are played with a loose wrist, and a lift motion.

For fast running passages with staccato, I believe you need to keep your wrist movement to the least, and do quick lift motion on finger tips.

For medium running passages with staccato, I think you can add in wrist lift motion.

Forearm staccato probably are seen in big chords with staccato if the tempo isn't that fast, but if tempo is fast, you movement needs to be kept to the least, otherwise more movement you involve, it decreases the speed.

All of the technic will also depends on how each pieces and phrases are designed, it's hard to talk about technic alone, since it is always appliable.
