In my left hand, I have trouble playing even a C Major scale because when I get to my pinky and ring finger, it sometimes slips off the white keys. I've done several finger exercises, but does it mean that my fingers are still weak or is it because my hand position is bad?

It's probably due to a bad hand position, try positioning the hand so that the finger tips are not very close to the edges of the keys, otherwise they'll just slip off the keys as you play. You want enough room for your fingers as they strike the keys (move your hand vertically slightly towards the insturment while maintaining the horizontal position).
