According to this page, it was (most probably) made by Pietro Antonio Lorenzoni (1721-1782) in 1763.

It definitely sounds Mozartian, though I agree that it was a piano transcription. (Actually, I get the feeling that the original might be for winds rather than full orchestra.)

Playing it as written, it does sound a bit bare (especially in the middle section), and I like Seong Jin Cho's added ornaments and decorations.

I think you’re right, looks like a work for winds. Perhaps the same as in the Wiener Sonatinen which Mozart originally used as divertimenti for wind instruments. This new work has the same atmosphere as the divertimenti. But all in the end very nice that some new music from Mozart was premiered on his 625th birthday.
