What’s a good way to remove overhangs on keytops? Also, is it really necessary to do it? I am wondering maybe the technician before me might have left them for a good reason, but that seems unlikely to me right now.

There is no reason to do it, but if you want, a stationary disc or belt sander will do it quickly.

A couple of things occour to me.
It may be that he fitted one piece fronts and was worried about removing the overhang.
But also, although difficult to see from the photo, but is it possible that someone has fitted bigger centre rail washers and the keys are high? Maybe trimming them would expose a gap between the frontrail and the keys?
Either way, if they aren't hitting the bed I'd leave well alone.

There is no reason to remove it -- unless there is...
Sometimes there is a very thin front punching that permits the excess keyfront to clack on the front keypin rail. Not very common, but if it happens, then -- as was mentioned -- you need to remove it by whatever means makes sense for you.
