While trying to figure out what note all those ledger lines indicate, it occurred to me we could just have 16va supra and 16va infra staves, with the notes being the same as in the treble and bass respectively. There would be two ledger lines between them and the ordinary staves. Do you think this would catch on?

Yes, why not? I think it is just a matter of composers starting to use that notation. It may be useful. But i think that advanced pianists who can read the aditional lines fluently will prefer the traditional system. For begginers and intermediate players, the less adittional lines the better.

There already is a notation for this. Go here:

https://en.wikipedia.org/wiki/List_of_musical_symbols

...and scroll down to "Octave clef." I occasionally do see this notation in scores, including a Philip Glass score that I am currently playing.

Using 15Va and 8Va, there's no need for extra staves most of the time as we would almost never use more than two staves at once. Composers often use three staves whenever it makes the music easier to read. Sometimes there's so much going on that it's easier that way.
