And they are in a Raffi kid's song!
What is the "degree" symbol, and does anyone know all the notes of these two chords?

C# dim7 - so a diminished 7. Regardless of the spelling you'll have a series of "minor thirds" C# E G Bb. The first two beats actually contain all 4 of those notes.

Bb7/D means Bb7 in 1st inversion, so D is on the bottom. You also see all the notes of a Bb7 chord (Bb D F Ab) in beats 2 & 3.
