If you are able to get a kawai I would recommend it, but it is a higher price. As to your options, Yamaha are still using that dull AWM sound engine in the p45, but it is unfortunately competitive in this price range. If compared to the William whatever, please do yourself a favour and get a Yamaha. I can't seem to find even a demo and their 'Hammer Action' can be anything under the sun. If they have a sound worse than Yamaha, which is likely considering one of the pianos has 900 TONES (what is it, a kilobyte per sound?), then don't even try to learn piano from it. I am not of great knowing to these things, but it seems to be either a chinese resell, or just a very unknown brand. Either way it probably won't be great.
If you are able to stretch, either a p125, an es110, or an fp10 (if you want to memorise all the darn controls) are options. The p125 has the same action as the p45, but the sound engine is the pure cf, which is... marginally better (as is the entire schema of this industry). The es110 has an eccentric action with a (maybe) better piano sound to the 125. The fp10 exists. I forgot about the casios but I've never been a fan of their sound, or noisy action, but you may be different. They are good for value, though.
Try them out, especially those weird 'William' ones. Only then can you know for sure what you like... maybe?
