He speaks Russian: "Here the birds have appeared," which sounds in English: "w.h.a.t P.t.i.c.h.c.k.y."
There is nothing "vodka" about . Kostya explains that to equalize the unison of two bass strings, it is necessary to manipulate a handle of a hammer until the voices of that birds "wah-wah" disappear there.

We are here in the technician & tuner group so what is different about this tuning that we might not know about?

hi, Ian
these tuning things are of course we are known here. So I believe that "wah-wah" is the basis of our understanding of the subject of a tuning: "how to make a good unison between 2-3 strings one chours now ."
I found it useful to show Kostin's technique that demonstrates as sound + a change ( a drive the hammer handle) too.
