this is one of those years. Next program: op.13, op.27/2 and op.57. That is too short, I'd like to incorporate 32 variations in c minor. Where/when?

I'm not sure what I would recommend. Although I think the three sonatas and c minor variations are all great works, for my tastes I would like at least one of the pieces to be "less intense" Beethoven. Just my opinion, of course.

My first thought is after Pathetique, but that’s a lot of C minor... I agree with pianoloverus, maybe one of the other sets of variations would work?

Depending upon your audience, why would you think that this programme is too short? It's just shy of an hour of music (based on middle-of-the-road recordings), and with an intermission after Op. 27, No. 2, you should have a good programme of almost ideal length.

A few introductory remarks for each - if that's your style - and you could leave them wanting more rather than over-burdening them with enough.
