How do you interpret these? Aren't ties and staccatos opposites? Plus, with the quarter rests in between, how can you hold the ties? My guess is ... you play them as staccatos but somehow keep the flow as legato? Or play the upper and lower notes as staccatos and hold the middle notes (E4 & C4) as ties?

It is called portato, and you should play those notes with a "smooth, pulsing articulation".

Thanks! It's quite a delicate concept for me to imagine and absorb. I must have listened to this passage thousands of times but never realized this is how it's notated.

I would consider those as phrase marks, rather than ties. A light "portato" as Animisha suggests, meaning a slightly lighter touch on the second of the two chords. It would make little sense (to me) to have one note of a chord tied but not the other in either hand - in this context. Moreover, there is a rest between the two chords in each measure, so a tie seems meaningless.

Certainly one can find myriad examples of only certain notes of a chord being tied to a following note, but that surely is not the case here.
