I have a Kawai RX-3 with a slow fallboard. Over the decades, the fallboard does not close as slow as it used to be.
Is there an adjustment that I myself can make so that the fallboard closes more slowly?

Unlikely that it is something that needs adjustment. More likely it is like a worn out shock absorber and must be replaced.

The man asked a question . Yes he should really post it in the Tuner-Technician Forum. Your advice to ask his own piano tech or to call/email Kawai is truly an insult. Your reply comes off sounding arrogant and condescending. Shame.

There is no adjustment - the mechanism can wear out. It can especially wear out faster if it has been pushed down faster than it wants to fall, but over time it is something that does wear.
If it gets to the point that it is banging down extra fast, then your piano tuner can simply replace the damper mechanisms in the fallboard. Your piano tuner can call Kawai (in North America) and order the replacements.

bxrdad1, I'm sorry my suggestions sounded like a put-down to you. It's a truism that characters on a monitor can't let the reader truly see the intention of the writer. If I had known the answer, I would have just said so. I slightly regret that I felt just a little too lazy to look up http://www.kawaius.com/to make the query easier for the OP. But it looks like doremi got there pretty fast anyway! Thanks for that, KawaiDon. I will have to make more of an effort to communicate unambiguously online.
