I don't know why there's no rap in 4/4 swing. But thanks for posting that wonderful video. I wonder where it was performed.

Reggaeton is spanish rap that originated in Puerto Rico. Its always in Spanish and the rhythm are latin and fairly varied. I've heard it in Rumba, Reggae and Salsa rhythms, its a lot more varied than the Rap we have in the States. If only understood words.

There's rap, or at least hip hop styles that swing. A lot of house and trance uses swung sixteenth note triplets.

I think I should have written "walking feel". Moves during rap what ever you like, just not walking in 4/4.

I have already seen this clip.There is rhythmic conformity only in the first two bars - 0:56 ; further it goes simply polymetric counterpoint. The groove of rap, apparently, fundamentally contradicts the walking feel.

In the early 2000s. I worked in a jazz school for high school students, where one of the teachers was a professional jazz guitar player (African American) from New York. We had a dialogue with him about bringing up swing feel; and he categorically asserted that in present times we feel differently than in the 40s, which is reflected in the feeling of the groove; and we can't reproduce the feel exactly , familiar to us from the recordings. From myself I will add that also the spoken language and its pronunciation have changed. Hip hop movement appeared in the 70s, and in the 90s. has become an internationally recognized and popular genre.
If hip hop appeared in the mid-50s, then its jazzy result - in the person of Satchmo, could have been like this (the recording was deliberately slow):
