Isn't Amy Beach more twentieth century classical than true contemporary classical? ... OK. Checked here and see that indeed, contemporary classical starts in 1945, which for the visual arts would be more 'post-modern' than 'contemporary', but whatever. In that case, I like this one of Beach:

So, who gets do decide these things? To me, "contemporary" basically means "in the present time". And obviously, a specific year can't be assigned, because the present is transitory and constantly changing. For a good example of that, when I was born, Prokofiev was "contemporary". But I don't often think of him in that way anymore.

This reminds me of a mistake Edward MacDowell made, when he gave the title of "Modern Suite" to a couple of suites he wrote in 1883. Well, trust me, they aren't modern anymore!
