In this case, each beat serves a separate harmonic function, the first three chords are, in order, first inversion tonic, root dominant, root tonic.

I'm wondering if it would be good to have more of the surrounding music and also know context. For example, if it is fast tempo, I wouldn't expect to see a harmonic progression squeezed into three beats. The E in beat 2 might be a passing tone from D to F# so that the whole thing is basically over a D chord, probably in the key of D (music does modulate). I'd be interested in seeing what happens in the measure after, and the measure before. In Roman numeral functional harmony, if it's in D major, then the D (major) chord would also be Roman numeral I.

Well, think of the first three beats of “O Canada” - I V VI

It’s at the same tempo - moderate.

I just looked at the piece. You are correct. The whole measure can be considered a D major chord with passing notes.

D add2 / F #

C E G B, is c major 7th, but what would be C G B, or C E B?

Isn't that just a D chord with an upper neighbour, to keep it simple, with passing tones? It also depends if the music is fast, or if it is super slow so that you would actually hear a progression.

You could still call it that, or something else depending on it's context . . . .but the inversion would suggest Cmaj7.
