I am interested in learning to improvise in classical ways, like Bach or Mozart. There is no teacher in my area who knows anything about it. Does anyone know online videos, teachers, sites, etc that are good for this???

Play a few movements from Mozart sonatas. Take Short section of a Mozart piece .Take note of the chords in the piece .Tonic ,Dominant ,Subdominant and other chords ,perhaps a Diminished 7th .
Have little look at at a book on sonata form .You do not need to know Harmony ,but you should know about chords Mozart used ,also the use of melody and AlbertI bass .
Bach maybe more difficult but if you have played one of the fugues it may help .Just take a few bars of Mozart and dream away using his chords and style .
May I ask why you are interested in playing Mozartina ?

This is beautifully put. For me that's the essence of it.

When I was a teenager I used to improvise but do not think it was classical ,it was more romantic sometimes more modern ,kind of Shostakovitch or least I hoped !
I once heard a pianist who was able to turn a short melody by improvisation into a kind of fugue and then ,turn it into a jazz piece .
Wishing you well on your classical improvisation .,Remember enjoy !

You can do improvisation without a detailed knowledge of harmony but you do need to take note of a few chords and use of them as broken chords AlbertI bass .Just look at the easier sonata in C major .For a start take note of the chords in this popular sonata.Play the opening melody with the Alberti bass .Change this melody ,develope it into something else .You will also of course change the AlbertI bass to the melody .
You would use your ear and your new knowledge about the chords .
Remember the Dominant 7th usually moves to the tonic .,but go by your ear .Listening and playing some Mozart is important. Enjoy !
