Can anyone explain to me Tchaikovsky's harmonic language here; why the odd - to me - combination of sharps and flats. They don't seem to make much sense to me. This from "January" of Tchaikovsky's The Seasons, Op. 37a.

It is notated perfectly. Your question is maybe a bit unconcise, what exactly do you want to know?

It is pretty standard notation. The key in measures 2,3,&4 of your example is C major. This means that ascending chromatic melodic intervals will be sharps and descending chromatic melodic intervals will be flats. The D#F# on the third beat is eseentially an accented appoggiatura, as is the Ab resolving to G in the tenor/bass line. One could analyze the third beat chord as a VIb chord, that is a sixth chord with a flat root and fifth, which resolves to C Maj, but that is guilding the lily.

Measure 5 continues the correct use of chormatic notation for melodic motion and measure 6 now adds in sharps as required during the modulation to B Maj.
