Hi! I have my first gradation recital in May and I'm quite curious (or worried) about how many people will come. I attend recitals and very often there are 10-15 poeple, which is very few in my opinion. So I expect only my close friends and family, which is not many people.
Is it like this everywhere? (I'm questioning students recitals)

I remember it being like that in school. Except for students who really went out of their way to invite a lot of people personally.

The short answer : it depends.

It depends upon
- whether the recital is public or private
- whether the recital is advertised
- if there is a sponsor (school or conservatory)
- who is invited
- how the invitations are distributed

With friends, I participate in several private (i.e. in-home) recitals a year. We have a mailing list combined with word-of-mouth that has grown to about 70 people, and each performance has from 20 to 25 people in attendance.

Keep in mind that since these are in-home recitals space has to be limited. For that reason each recital has two and sometimes three performances, giving about roughly 50 attendees per recital.

Our case is quite different from yours in that ours is a "recital series" planned over the course of the season, and some of our guests are regulars who look forward to attending each recital.

Student recitals? 10-15 is quite usual. My previous school used to make an effort to open them up for the public a bit more, so we'd regularly have donors etc. come see us play. That helped - I think for one of them I had about 70 people, and I didn't know most of them. But I've seen recitals with 1 person present + the adjudicator, or 5 people, 10, etc.
