Your friend looking for music theory resources might enjoy the Coursera course that just started today.

Seems pretty friendly, starts out assuming no specific knowledge. The instructors are from up your way, but your friend could get lots of help on the course forums. Lots of us from the ABF have signed up as well as thousands of others world wide.

I'm signed up and I even took music theory way back when. I was dead certain I'd be bored out of my mind for the first bit, especially when they began to teach basic music notation, but you know what? I may have no trouble reading music, but I'd totally forgotten my Mixolydian from my Phrygian, so bam. I re-learned something today!

Another course to consider, which moves less quickly and includes more ear training, is Berklee's Developing Your Musicianship, also on Coursera.
