Let's say you have a voice made of a note which lasts the entire measure but you can't keep it down for that long because the hand has to play other stuff.
Is it better to put a rest and add a pedal marking or just write the wanted duration and let the player guess that if it's impossible to play he must release it and use the pedal?
Since I guess it depends, feel free to be verbose / provide score examples.

I would have the note duration match the duration you want to hear. If you put in a rest a performer may interpret it as you not wanting the note to sound at that time, whether there's a pedal marking or not. You want your indications to agree with each other, a whole note with a pedal marking makes clear how you intend the performer to play your music. In my mind anything else is just confusing.

Look at Rach's prelude in b minor. The notes are impossible to play at the written durations due to jumping around in both hands. There are no pedal indications but the pedal is implied by the simple impossibility of playing the written durations without it.
