I want to generate some MIDI files to test polyphony on my DP.

. . . Can somebody point me to an _easy-to-learn_, free MIDI event editor?

I have a copy of "Sibelius First" -- it may be the easiest way for me to get started. But I don't know whether it lets me edit "velocity" information, or not.

Any free score edition program (Musescore, Encore, etc.) is able to save as .mid . But I'm not sure if that's what you need. In case it was, just create a new score with the required amount of notes sounding at one time, save a copy of it as .mid and run it through your DP.
Did I get it?

Edit: Musescore allows you to edit midi parameters, but honestly, I don't know if it's capable of doing it for a group of notes,or just note by note. It has some default values for, say, each standard dynamic level, and if you need or want to modify them, or to change the decay time, etc. you can do it, at least note by note, that´s for sure.

For basic free MIDI editing I use Aria Maestosa.

Yes, you got it. I have a copy of Sibelius First, and I hadn't thought of just using _it_ to generate a "score" (and incidentally, a MIDI file). Sometimes the obvious isn't so obvious.

Now, if I could just figure out how to use it . . . <g>

Well, it's not that difficult!!
For instance, in Musescore it would work this way:

1.-Create a new score (from scratch or from a previous one)
2.-Select some instruments, key, number of bars (all of it editable, later)...
3.-Once it has been created, it's better to prepare it before entering notes to suit your liking (distance between systems, note size, fixed bar size...This prevents from the bars size being enlarged/shortened to fit the notes.
4.-Enter notes (mouse or keyboard, or even midi)
5.-Save the work (as musescore file, pdf, music xml, mp3, wav, general midi file...)

To change a single note's midi values, as velocity, duration or any other, select it by right-clicking on it and go to "note propierties". Depending on the dynamics, there is a velocity value by deffault. If no dynamic has been indicated, the velocity will be (mf)80.

Every program has a learning curve, but this is very handy.
The on-line tutorials are very good and easy to follow, but please feel free to post any question here.
