I feel like there are quite a few variation sets by Beethoven and Mozart that depsite having great musical value are rarely played in concert. For example:

I always loved Beethoven's variations on God Save the Queen. I almost said, all of them are under played, I rarely hear the wonderful variations if they last under an hour.

I am also a big fan of the Variations on God Save The King and the Turkish March (Though you have the wrong link.) I also love Beethoven's Variations on Venni Amore.

I have heard several people play the Duport Variations. My favorite little known Mozart variations are the Variations on "Unser dummer Pobel meint" by Gluck. Here's a wonderful performance by Stephen Beus:

As for Mozart, the Duport are my favourite variations. And Ingrid Haebler s version is my favourite, i just couldn't find a link on youube.

I assume you are discounting Beethovens Diabelli, Eroica, and C Minor variations because they are well-known and frequently played.

The others you have selected are still relatively popular because they feature familiar tunes and were written by Beethoven mostly to raise money. There are many more sets of variations that I think are more musical than these, and are written on operatic arias or original themes. They are not too difficult to play.

9 variations on a Dressler aria, op. 63
6 variations on a Swiss song, op. 64
24 variations on an aria by Righini, op. 65
8 variations on a Sussmayr aria, op. 76
7 variations on a Winter aria, op. 75
10 variations on a Salieri aria, op. 74
The Paisiello aria variations in two sets, 9 and 6 in number, op. 69 and 70

All of these are from his early period, some of them when he was a youth. They are in some respects all we have from a period of time, about 1780 to 1805, when opera was first being seriously developed. The one thing they have in common is that they are happy compositions, a reminder of what Beethoven's personality was like before his hearing tragedy struck. Some of them are downright impish or satirical, which contributed to Beethoven's reputation as a not very serious composer (Franz Schubert complained about Beethoven's use of flippancy and jibes in his music, around the year 1815). I think for this reason alone they deserve wider hearings.

As for Beethoven's works mentioned, well, rather minor in his oeuvre, as to the Mozart: the 'Dupont'variations are a major work.
