I have purchased a used Roland FP-4 and I am trying to learn my way around the board. If anyone can make a recommendation or suggestion regarding the FP-4, please comment here.

I think you might have to be a bit more specific than that. Are you concerned about how to operate certain functions? How to change the sound? etc.

I have the owner's manual and like the Acoustic Piano sound and feel of the keyboard.
What I am trying to find is what it will remember on a per patch basis and whether the midi settings are retained on power off/on. It is my first Roland in quite some time and is substantially different from my Yam P120.

BBB, go to page 128 of the manual, and there you will find the settings that can be stored in a registration patch (including midi), and the global settings you can store on power-off.

The key point seems to be using a "registration" what another company might call a combi or performance patch.

Now that I've gotten this far if I can remember how to save these registrations , it seems they retain effects, velocity, and pedal assignments along with routing of pedals.

It wont save individual patches with this info but once a registration is used it's assignments are saved when switching to individual patches.

This is all different from what I am used to.

In addition, the Roland manual is not what I would call well written.
I did not like programming my old Korg N5 either but it had it's good points .
The Yamaha and Nord manuals are much more succinct and address obvious point with greater clarity.

About the manual, I find it very helpful and clear.

I recommend setting keyboard touch to heavy.
