Have pointed out to a new member [souwestriver] that he/she has been shouting in all CAPS, and, would this be considered bad forum etiquette?

Well, not exactly, perhaps.

I have just pointed this out to the new member, although since they have not acknowledged my post as of yet, have no way of knowing if they are aware of it, or, if they even understand what "shouting" is. There are always a few who do not know what this actually means.

He only typed all caps in one post. He's mad his 8 month old DP is acting up. Also, he's Canadian. Maybe he watches too much Red Green.

I'm thinking about starting a new thread to inform the moderators about this thread...

pv, what exactly is your problem? I really don't understand. You made a response to that post there. Why an entire thread about another member? This (what you're doing here) is considered bad etiquette not only online but in the real world too. If that's how you live, that alright, I'm not going to report this thread to the mods. I do hope though you see the irony here.

Point well made, as I admit this is no big deal, and we will need to wait to hear from the new member if what they wrote was deliberate (to vent a mood), or, something else.

Was wondering if you were going to tackle some other major works of Chopin, like the Sonata No. 3 in B-minor, Op. 58. Or, perhaps the Liszt Sonata?

No, we don't need to wait to hear from anyone. You made your point in that thread. Move on. There's no reason to have so much consternation over someone typing in caps. Let it go.

Maybe I should open up a new thread complaining that people tend to create new threads without having a real topic. Or maybe I just ignore what's going on here. Ooops, too late...

It might be a good idea to send personal messages to people one finds offensive to maintain the cordial tone of the public threads.

How about that red exclamation point icon used for some forum topics? Does that make the entire thread marked in such a manner utter in too loud a voice?

All I can think of is an old episode of "The Andy Griffith Show" where Gomer Pyle runs around ticketing everybody for things like jaywalking and shouting "Citizen's arrest! Citizen's ARREYEST!"
